Why this one is on this page

It would be easy to file Joplin under building codes and move on. The investigation is broader than that, and the broader half is the part this page is about.

NIST examined the emergency communications before and during the tornado and how the public actually responded to them. Not whether a warning was issued — it was — but what people did with it. That is the difference between the warning system working and the warning working.

What happened

NIST's own account: a tornado rated EF–5 on the Enhanced Fujita scale caused "161 fatalities and more than 1,000 injuries", making it the deadliest single tornado on record in the United States since official records began in 1950. It damaged "553 business structures and nearly 7,500 residential structures", with "losses approaching $3 billion" — the costliest tornado on record.

What the investigation covered

Conducted under the National Construction Safety Team Act — the same authority used after the World Trade Center collapse — which is a measure of how seriously it was taken.

  • The wind field of the tornado, and how it did what it did
  • How wind pressure and windborne debris damaged and destroyed thousands of buildings
  • The emergency communications before and during the tornado, and how the public responded to them
  • How the hazard, the public response and the performance of buildings and designated shelter areas together influenced who survived and who was injured
  • Which parts of building and emergency communication codes, standards and practice warranted revision

What came of it

NIST published sixteen recommendations, covering the measurement and characterisation of tornado hazards, tornado-resistant design, guidance for community sheltering, and improved and standardised emergency communications.

The last of those is the one a jurisdiction can act on without changing a building code.

What to take from it

  • A warning that is issued, received and still not acted on has failed, and the failure is not the technology's.
  • Public response is a subject that can be investigated with the same rigour as structural failure, and was.
  • The investigation looked at hazard, human response and building performance together, because survival depended on all three. Any one of them studied alone would have given a misleading answer.
  • The recommendations on emergency communication are available to any jurisdiction, cost nothing to read, and do not require a new system.
